I've been looking at this and have a suggestion.
 
 Key to this is Rhoda... Rhoda DEAN marries George Hadley in 1861 West Bromwich reg dist.
    2 daughters baptised Agnes b 1861 Annie b 1864 . By following the girls I found this.
  1871 Messinger Lane West Bromwich,

   James Shakespeare hd m 27 miner
    Rhoda Hadley      wife        m 28
   Agnes Hadley daug un 9
   Annie Hadley dau un 6
  JAMES HADLEY SON UN 3       All born West Bromwich.

  So. was he born a Hadley with George the father. Has George died or did Rhoda leave him?
        Is James the father but not married to Rhoda?

   I think it makes sense,

In 1891 James Shakespeare snr appears to be lodging in Colley Street.
 He has been added to Tildesley family but is with Rhoda.

Could James Hadley/Shakespeare be the one in Bradfield Yorkshire in a " Truants school". In 1881.
