Guessing you have checked for deaths and he isn’t with the family in 1891?

Sometimes children can be found with grandparents so check that out if you haven’t already.

If the parents were alive in 1911 the census should give number of children who have died to cross reference.

Thank you, yes. His siblings were with grandparents in 1891. His mother went to Australia before 1891, without her husband.

Do you have his exact date of birth?  Only there is a private tree with a J C E Price born 3 Feb 1883 Poplar. 

If he was alive in 1939 you can search by that birth date but with so many first names he could be using any of them
