His '41 census entry shows a change of occupation. In '38 when he stole the copper boiler he was a whitesmith. In '41 he's an Ag. Lab.
Whitesmith aka brazier or tinsmith - typically itinerant worker in white metal (as opposed to the black metal a blacksmith uses in a forge).
When the 41 census was taken he may well have been employed as an ag lab as the travelling season hadn't yet started.
