In 1921 the family are living in Oldham - Walter and Dagmar, are the parents with young George and Dagmar. All born in Russia.

I wonder if Vladimir/Walter’s parents were working in Russia when he was born. If they originated in Oldham or Lancashire it could be through cotton industry or engineering industry.

Scotland's People index for George Blees Boardman's death gives mother's maiden name as Blees. Since he was 82 years old the informant may not have provided accurate information.

If George married- does the marriage list his father's name and occupation?

From Probate book-
1948. BOARDMAN Walter of 47 Elmwood- road Chiswick London W.4 died 23 March 1948 Administration London 17 April to Dagmar Elizabeth Boardman widow. Effects Ł837 17s 1d.

To answer my own question-
Richmond Herald, 23 Apr.1938: MISS P. A. BURNS-MR. G. B. BOARDMAN. Derby, was married to Mr. George Blees Boardman, B.A., son of Mr. and Mrs. Vladimir Boardman, of Elmwood-road, Chiswick. The bride was staying with relatives at Rothesay-avenue, East Sheen, and both she and the bridegroom were students at London University ...

There are a few articles on the Internet with regard to workers from Bolton and Oldham going to Russia to work in the mid/late  1800s.
If you look at censuses you will see Russian born including Boardmans.

Many thanks for all these leads!
HEYWOOD,
thanks for the 1920 incoming passenger lists.
Vladimir, 32 yrs
Elizabeth 32 yrs
Dagmar 2 yrs
George 5 yrs

Elizabeth is the same age as Vladimir, perhaps she is his wife,
I wonder if she is also Glaphira Ushakova [russian born]
or another woman?
The child Dagmar sounds Germanic.
George became a teacher of German and French.
