Yes, this does suggest he was there earlier and I now believe he bought the place from Henry Tiplady who was known to be there as late as January1868.  However, the murder was not committed outside the Stanley Inn on the spot where the crowds were waiting for the Police carriage to bring him from Consett Police Station.  It was actually committed outside John Charlton's other pub - two miles further along the road.  Neither of the pubs had a schoolroom in the back and even the snippet headline states it was committed at Shield Row.

At that time he had a licence for the Shield Row Hotel so it looks like this one was for the Isle of Man and gives a more accurate date for his purchase of the Isle of Man.  This must have been August/September 1868.  Since Henry Tiplady was recorded there in January of that year, it also tends to confirm that he sold it to John Charlton.

Yes, this information is confirmed elsewhere and confirms that Margaret Ann Swinburn was the manageress.

That is curious because he came back later and was owner or manager of John Charlton's other house - the Shield Row Hotel.
