Ulster King of Arms? 1849

I hope someone can shed light on this entry in someone's will.
They bequeathed 'The Grant of Arms to my Family in 1849 signed by the Ulster
King of Arms'.
Does this mean the family lived in Ulster at that time, or was it based on their ancestry?

Nothing to do with living in Ulster as such.
It is leaving an actual patent of arms (document) to someone.

I thought that was the case - bequeathing the document.
But intrigued as to what the document represents.

And how would the family have been eligible for these arms?

By (new) grant, or confirmation of ancient usage

Thanks Wexflyer. Is there a reliable website for searching arms of a particular family? I think I've only found ones trying to flog random coats of arms to people who are desperate to have descended from the aristocracy.
