The indexes don’t give parents names other than surnames.
Does Billinge come under Ince registration district? If so, there is a possible entry and you can send for the birth certificate to see if it is the one you need.

I don’t know whether the person is alive or not, but it is always good to remember Rootschat policy.
However, the only way to find out about the person you are seeking would be to purchase the birth certificate. You may have already now found out about the FreeBDM site to search for records.

A child born in 1968 could certainly still be living and one or both of her parents could be as well.

Searching on FreeBMD for births in 1968 with father Jones & mother Lewis brings up over 40 female births. There could also be children born late 1968 registered in the Jan./Mar. quarter of 1969.
However, we don't know from your post if the parents were married at the time of the child's birth - in which case the birth likely indexed under Lewis (mother's name) unless father attended to registration to confirm he was the father.

Billinge Hospital, in 1968, came under Ince registration district according to FreeBMD.

Narrowing down the 1968 births on FreeBMD to Ince district brings up one female birth. HOWEVER, the birth may have been registered in the district where the parents lived. Only by ordering the Ince certificate will you know who the parents were.
Away sorting out DNA matches... I may be gone for some time many years!

I did a post on a thread regarding a (sadly deceased) sister a while back, got no reply

Given that the lady's birth seems to have been re-registered in some way a number of years later, and noting when, is the marriage of her parents likely to be the one in Sep qtr 1972, Ince, vol 10c page 1606?  :-\

The 1968 birth looks to be re registered in 1972 along with the birth in your previous query.
