I think it may be him Ladyhawk though his age is well out. In 1901 as Walter Franks he is an Electrical Engineer, the occupation in 1921 is a similar description.

No such place!

Ripon was in the West Riding of Yorkshire (and since 1974 has been in North Yorkshire).

I make no excuses for pointing out every time that Ancestry has been very careless in assuming the West Riding electoral registers they have obtained from the West Yorkshire Record Office relate to the modern county name.  The correct heading is at the beginning of every polling district.
