Frederick Attwell is difficult to find,  no obvious birth registration and unable to find any Attwell or similar names in 1861 or 1871.
There's lots on Freebmd for Shropshire but nothing fits.
In 1876 a Frederick Attwell of St George's was fined for being drunk. Wellington Journal 6 May 1876. Mind you half of Wellington also appeared in court,  a good May day for a lot of them.
It might be worth getting the marriage certificate Hatfield, / Rowley.  Is it an error or has his name changed.
Even 1891 census for the family can't be found,  not by me anyway.

We know from newspapers and army records that Frederick Attwell was born c 1860 in St George's, Shropshire. After leaving the army he was a coal miner
1901 has Louisa also born St George's,  daughter Maud b 1889, same place.
Alice Maud Attwell on birth index and baptism.
Baptism Date 23 Jan 1889 Baptism Place St George's, Shropshire.
Working sideways I looked for an Alice or Maud born Shropshire and found this family.
1891 12 Tramway,  Fenton, Stoke on Trent
 All born St George's Shropshire
Frederick Elks 31Head coal miner
Louisa Elks 29 Wife
Alice M Elks 2Daughter
Later children.
George and Frederick were born in Staffordshire,  Mary , Clarence  and Ivy in St George's Shropshire.
Looks like the family just moved away for a while.
Elks ? Maybe there was no intention to deceive,  perhaps whoever filled in the census misheard.
I'm 99% sure that this is the Attwell family because there are other records for  Elks.

1861 / 1871, still searching.  ;D

Yes, I was coming at it from the other way,
Army record says Addresss at Discharge was 15 Old Tramways Rd, Fenton Potteries, Staffordshire.

Being at no 12 at census rather than 15 seems good enough in the face of all other evidence.

However … At No 15 are Joseph Pagett 31, his wife Elizabeth 32, Samuel 14, Louisa, 7, all born St Georges, plus George, 4, and Jabez 1. B Longton & Fenton Respectively.

But in 1881 at St Georges, Wellington, there is a Joseph Elks, wife Charlotte & family just a few households down from the Pagets
