As he was a sapper in the Royal Engineers the chemical warfare reference chimes with the fact the the Royal Engineers were the regiment in charge of Chemical Warfare in WW2 although they were never used against the Germans. The type of battedress uniform, its lack of patches and the side cap are consistent with 1940-1.
