Lost Harriett Kate Shotter

Hi I am trying to trace a Harriett Kate Shotter born on the 30 Aug 1906 in Common Piece, Colhook, Northchapel.  Father is David Shotter B1863-1945.  Her mother was Harriett Coombes B1868-1910.
I have Harriett Kate up to the 1921 census when she was still living with her father in North Chapel, she is 15 years of age. 
Then I cannot find her anywhere.  I have put her DOB into the 1939 register with just her first names, but nothing.  I have looked at all the possible marriages, again nothing.  I have also looked at deaths between 1921 and 1939, again nothing.  I have checked emigration records, nothing.  I have also tried Kate Shotter but again nothing.  She isn't with any of her siblings either.

There is  Kate C Shotter with the same birthdate in Surrey in 1939.  Married Wilfred Bates 1940
