2nd cousin died 2002 photo needs cleaning if possible

Hi this is a photo of my 2nd cousin Ian when he was in USA visiting relatives 30yrs ago in 1995  but sadly passed away in 2002 .Please, is it possible for the photo to be cleaned up without any change of scenery for his brother. the 2 men in uniform were policemen at the airport in Atlanta.
