I have attached a copy of Pascal Josep Ghislain Libert’s birth certificate. Could anyone possibly help with his father’s first name. I can read ? Joseph Ghislain Libert. Also if possible Pascal’s date of birth. Thank you.

That’s great, thank you. What municipality would I use to search for her birth certificate on the State Archives (Agatha) Ypres doesn’t seem to be on there list.

Only a thought - is IEPER on the list - the Flemish name for Ypres!
Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.

You can find her birth record here, it's on page 417.

It's written in Dutch if you'd like some help with translating it.

The birth was registered on 6th May 1885 in Ieper/Ypres by the father Carolus Ludovicus Legrand, 40 years of age, weaver, born and also living in Ypres, who declared the birth of a daughter, born in his house in No. 17, Lange Thouroute straete (modern Dutch: Lange Torhoutstraat) yesterday at 5.30 in the morning, declared to be the daughter of him and of Mathilda Euphrosia Talon, 33 years of age, occupation 'Kantenwerkster' (not sure exactly what this is), born in Ypres, his wife. He declared to have chosen the name Maria Ludovica for the child. There is some information about witnesses, but they don't appear to be family members.
