Clutching at straws and you will all probably shoot me down in flames....here are two snips:
a) the name as written on the photograph
b) Kathleen Shelton's Christian name as written by her father in the 1911 census.
Note the similarity of the capital 'K' in each

Or could it be an stock photo of an actress who gave the picture to someone named Kathleen?  But then, they would usually inscribe it "For" whoever.

I vote no. The t's don't match at all and I think they would have to if both were written by the same person. That dragging the pen up to cross the "t" is definitely different from going back and crossing it when you have finished the word. I never do it that way except sometimes if the "t" is at the end of a word.

Thank you everyone for your contributions. I was hoping that it would be Kathleen Shelton, but unfortunately there is no one to ask any more. I have tried tracing her line in my family tree, but I get stuck at her grandchildren. I think that I have found four, but at least two have passed away. They all have an eastern European sounding surname and that is where I am hitting a brick wall. I obviously can't post their names, as they may have living family members. Hopefully, one day, I may solve the puzzle as to who Kathleen is.

Just a thought do you have examples of your grandmother’s handwriting to compare, or anyone else who might have written the name?
I have some who knowing who wrote the inscription helps identify the person.
Your grandmother’s cousin seems like a good possibility.
I would put it down as a possible, perhaps in pencil on the back?
It does look like a studio photograph, not sure of what people think of the date? Just pre WWII?

Thanks David. I do have evidence of my Grandma's writing, but it doesn't look the same to my untrained eye.
