Number on photo ID help needed

Evening all, looking for help with this photo please, I know it was taken roughly 1938 in Ireland he is a family member and as far as I can ascertain he does not have a military record so its not any kind of military number. Could it be an arrest photo? would that be likely to have been hand written at the time? and if so could anyone advise where I should search to find any arrest records court records etc for the period? thank you all in anticipation.....

It looks like an arrest picture to me, but I am no expert on the Irish judicial system.
Someone might respond who knows more, and where to find the records.

In 1938 you would need to consider that there were separate jurisdictions for Northern Ireland and the Republic of Ireland (then the Irish Free State). So separate sets of records.

You presumably know his name and roughly where he lived etc. Have you searched on-line newspaper sites to see if he is mentioned there?

Was he a mariner by any chance?
The CR10 Card used an ID photo although before 1938.

I do he was based in Dublin born there

I do he was based in Dublin born there , unfortunatly I dont have a subscription to the newspaper archives

You can still search and read the OCR summary of the Orish Newspapers on Findmypast or Nritish Newspaper Archive, and 3 free views on BNA with registration before have to subscribe to view further images. Try inputting name and perhaps street as a keyword. I find a sub worthwhile.

I am not knowledgeable at all on arrest photos and it could indeed be that so I cannot comment on that.
I do know about Merchant Navy records and you should not dismiss checking those fully. This was the format for the MN ID photo, just like being nicked :)

If you think the photo was taken in 1938 then it is definitely not a CR 10 card (1918-1921) but it could be an ID photo for a Merchant Navy Discharge Book. Looks like the last digit or digits is clipped, do you know the full number?
