Well, I haven't given up yet....I now think that as suggested, the two girls born in 1966 and 1968, ARE the daughters of Donald C Hallam and Maureen J Glenn.....I can't find any births for any children for Annie Mary Glenn/Hallam , even though her obituary (if it is her) says that she was ("A loving mother").....oh well, keep looking......

On closer inspection it COULD read 311 THSP.....Google says that such writing on the 1939 register is as follows....311 could be an area code, and the letters THSP could stand for an institution, such as a hospital or something........

I'm wondering if it reads
 31L Ihst
I have added a snippet, also noticed her maiden name has not been crossed through (perhaps a mistake) :-\

Green Ink: Often used for significant updates like marriages (surname crossed out, new one written above) or entries moved from other books.

goggled......

Green Ink: Annotations in green ink were typically added at a later date than the original registration, sometimes many years later, possibly when the NHS took over the records.

Code 310: This number is a code added to indicate a specific type of change. While not every specific code has a universal, publicly available definition list, forum discussions among genealogists suggest that codes like '310' were used to mark a name change, likely when a woman married. Other codes like 'NR283' or 'CR283' were also used for this purpose.

Del 80 - Did you by any chance obtain the 1983 death certificate for Annie to see who the informant was?

Edit to add

1939 Register annotation query https://www.rootschat.com/forum/index.php?topic=795209.0

Quote from above link ( reply 1)
On the entries I have viewed green ink is used for a change of name other than change by marriage. By this I mean things like a change notified by a doctor when the person joined a new practice or by hospital admission.

Changes of name by marriage seem to be noted by the use of blue ink………”

I was looking at reply 28 as one of the births has the name you have quoted from the electoral roll.
