Thanks for your reply. I don't read Russian either, unfortunately.
If the family name was ZANDT, would we still bee looking for a Russian C (for Sand) or the Russian letter that sounds like "TS?"
The link took me to 386 pages. I could not see how to "search vital records." Can anybody help?

The letter that represents the "z" sound in the Russian alphabet is З, known as Ze, which looks like a number 3 but is pronounced like the "z" in "zoo".
