Could Harry be a relative's son that happened to be about the same age as the living child?
Are there any newspaper accounts of the birth of the living child or of Harry?

You certainly have a novel idea of a spare child joining the family just for the 1950 census.  I will double check so see if there might be another possible 1948 born Harry.

Birth 1876 • Poland
Death 19 JUN 1963 • , New York, New York, USA

The child only has to be born in the US, acc. to the records, so not just NYC.
The problem with my theory is that the record identifies Harry as a son. But maybe the enumerator just assumed it.
And Harry doesn't have to have been a Blumberg. He could be on Mildred's side, or even another relative's, friend, or neighbor's. And the enumerator might have assumed the last name.
How well did Abraham and Mildred speak English? That could have been a factor.

If the family has no knowledge of a twin, and there is no Harry Blumberg birth in NYC for that time period - as previously mentioned - and until you get  birth records of Abraham and Mildred's to see if they mention one, or if the number of Mildred's previous children listed would require it - as mentioned by another commenter - then there is no reason to assume Harry is their child.
