You mention one time Walter was arrested "his mother was very ill"

Do you know when his mother died, was there a death notice or obituary that might give further details.

Brown    Eliza Jemima    77    Hackney    1b   263 might be worth pursuing.

Eliza Jemima Slade married Joseph Thomas Brown in Haggerston in 1853, it might perhaps be that lady.

Re Reply # 10 the husband of Jemima Elizabeth/Elizabeth Jemima  was Walter William Brown.  They married March Q 1855 Sheffield 9C 353.

Yes I know, I was just trying to eliminate the Hackney death. There is a burial at Chingford Cemetery by the way.

Your marriage was at St Mary Bramall Lane, 7 March 1855.
