Electoral rolls - where to find these

Hi Roots-Chatters. 

I am hoping to be able to access some electoral rolls from around 1995 for the Buchan / Buchanan South, Victoria Australia area  circa 1995.
 The address above and relates to the erection of a grave headstone some 40 years after the event.  So I am trying to find who it was who supplied the memorial wording for that.     

This is part of a search to find missing Grandparents form back in 1922.
