You could be right with the sister in law

Charlotte Hardwick marriage to William Swales in St Neots 1 Jul 1861

father John Hardwick and one of the witnesses is Sophia Hardwick

Ann had a daughter Charlotte Sophia so she was probably another sister
Hinchliffe - Huddersfield Wiltshire
Burroughs - Arlingham Glos
Pick - Frocester Glos

Ann had a few sisters who married but don't seem to be harbouring any of the Hills in 1891.

Have to leave it there for now but keep looking and something will turn up  :)
