he was a Master Mariner so I think he was away when the censuses were done because he wasnt in the household in the 1851 or 1861 censuses.

There are some crew lists and agreements on FamilySearch
Here's a tranche of them with Joseph Rowlands, age 42, born Sunderland, Master of the "Jane"

He owned or worked in a beer house on Chester Road. He was born about 1819 in Bishopwearmouth and died in 1880.

Possibly his burial at Bishopwearmouth Cemetery, 17 Feb 1880

Have you seen this tree on Ancestry?  Gives his mother as Isabella Scarth

Unfortunately the tree contains no actual evidence that I can see that his mother's name was Isabella. It also contains several other errors.
