This 1871 surveyed/ 1873 published map does not show Candy Street or Locton Street - but they are marked out. The Census was taken 2 Apr 1871 - which includes Locton Street but not Candy Street (or Wendon Street). Yet by 1 Dec 1871 the East End News and Shipping Chronicle was reporting
" ... A lamp be placed in Park-Road, by Locton-Street; another in Wendon-Street by Candy-Street ...".

This 1893 revised/1897 published map shows both - as originally marked

As already posted the Times reported the houses in Locton Street will be renumbered. A request to do so appeared in the Morning Post, 2 Nov 1877 - see snippet.
Intrigued to see that the East End News and Shipping Chronicle, 13Feb 1874, published an advert requesting tenders for paving Locton Street.
