Great Job!
It says 15th of February 1699
Anne Stafford and Edmund Stafford esquire ,the mother an intestacy of the assets
William Stafford esquire deceased.
while he lived Executor and remaining  legatee
nominated in the Testament of said Susanna
Spurstow deceased of this administration
has since desceased ,next to
tenor and effect of his Will
deceased  William Stafford
resigned the administration and they have been
singularly commisioned ,sworn and Examined.

There is a PCC Admin for William Stafford 15 Feb 1699/1700 to Anne Stafford widow  and Edmund Esquire at Northamptonshire 

So it does fit.
I getting Anne was William 's mother and Susanna's daughter.

A bit more ...

line 3: could be ex(ecutrici) or ux(ori), but almost certainly the latter. (It is probably only 2 letters, the second is x, and it is definitely not et because Edmundi would be in the wrong case.)

line 4: Adm(inistra)trici bonor(um)

line 7: … defunctæ h(ab)en(tis) etc. Ad ad(mini)strand(um)

line 8: bona jura et cred(ita) d(i)c(t)æ …

line 10: … per d(i)c(t)um …

line 11: demortuum inad(mini)strat(a) de bene etc

line 12: vigore com(m)iss(ion)is Jurat(e)

Essentially, William Stafford died before completing the administration, so it was granted to Ann, by power of commission. No renunciation there.
