I found Ann age 2 living with her Grandparents, Samuel and Elizabeth in Swaffham Prior
and age 12 still living with them in 1861 ... transcribed as "Paineter" in FindMyPast
I couldn't find Ann aged 9 years in 1861.

Would suggest one of the daughters was her mother. One has a 9 year old Parmeter with her on the next census.
Have you looked for births on the GRO yet?

1861 age 12 - not 9 (typo - sorry) but still easily found in 1861 if you follow the 1851 entry

If you check out the other grandchildren on the 1851 using GRO online you will find 2 more were illegitimate

Six grand children to Samuel and Elizabeth Pammeter of Swaffham Prior, with no obvious parents.
Robert 1843, Joseph 1847, Ann 1849, Charles 1849, Emma 1854 and Frederick 1861.
