Birth Certificate Time

I'm looking at the birth certificate for twins born in 1901.
The first twin is recorded as being born at '9.0pm' and the second twin underneath at '9.5pm'.

I'm assuming that '9.0pm' means 9 o'clock.
Wondering though whether 9.5 means five minutes past nine, just eliminating the 0 OR half past nine i.e 0.5 signifying half...

I agree!

In my experience (4 generations of twins) times are always in hours and minutes, never decimals of an hour. ;)
