Unfortunately I think it is quite a common occurrence in port areas, with them all being away at sea  :-\

Charlotte was also witness to a bigamous marriage in 1877. (Sunderland Daily Echo 24 Jan 1878)
Allan, Bell, Bolam, Bollum, Burrell, Campbell, Colthard, Conroy, Harrison, Howey, Keeney , Keough, Kirkup, Muldoon, Rooney, Storey, Valentine, Weatherson, Weatherstone (Nthland)
Ford, Aynsley, Lewis, Brown, Myers (Durham)
Green, Dillon, Drain, Cox, Muldoon (Lanark)

I think that article is referring to Willis as Charlotte’s maiden name, not Sarah.

“She [Charlotte] signed her maiden name (Willis) as a witness”

Sarah Jane Nesbitt married James Lucas Mar Qtr 1876 Sunderland

Then

Sarah Jane Nesbitt married Peter Conley Sep Qtr 1877 Sunderland
