Yes, that's correct. I've tried to narrow it down to find them on the 1891, but have never found them.

Are the family in Cheshire by 1901? 

Might be a coincidence but there is a Robert Law domestic gardener in 1911 with a daughter Mabel born Surrey which ties in with the Mabel Rowe option 

The Law family seems to be missing in 1891 so just double checking. 
Son Horace born c1892 Weybridge Surrey and father Robert widowed by 1901. 

Sorry I can see the Rowe family later on so ignore that.

Thanks Kay that confirms that parents were Robert & Sarah - still no luck though finding the family in 1891

 A long shot obtaining the instant digital image 1890 birth certificate from GRO (£3.00) for daughter Mary Elizabeth Law might be helpful with an address, unfortunately her baptism only gives abode Weybridge 

EDIT - obtaining son Horace birth certificate would be closer to 1891 census

I must admit that I spent hours searching for the family and ended up getting Horace's birth cert image which was for Sept 1891.  The address was Pine Grove, Weybridge, Surrey and his father was a domestic coachman - which  didn't help much
