If it's on the full GRO index - I wonder why can't they find it??

Here's the link

https://www.ancestry.co.uk/search/collections/8782/records/37875452

No idea, even the lady at GRO was confused..

Here he is...
ELIZABETH, FREDERICK  JAMES
Mother's Maiden Surname:
GRO Reference: 1924  M Quarter in PETERBOROUGH  Volume 03B  Page 301

Perhaps his mother had Elizabeth as a middle name, read as surname by the GRO?

Sadly the GRO have not made 1924 births available as £3 instant digital images.
Very disappointing  :(
A pdf copy is now £8.

Wondering how common this might be in the new GRO birth indexes.
Looking from 1920 - 1924, they have
10 Males indexed under surname Elizabeth
12 Females indexed under surname Elizabeth
All of them have a dash for the mother's maiden surname.

In the same period FreeBMD has 0 births with surname Elizabeth

The record I had definitely had his mother's maiden name as Arbon...so now very confused

What did you put in to find that? When I search..the only one that comes up is my grandad, Alfred George William Arbon
