In the 1881 census Joseph & Susannah are lodgers in the same house in Oxfordshire & both are shown as unmarried.  As you say - Joseph is then shown as a widower when they marry in April 1881 also in Oxfordshire

Son Joseph was b 1874 so if Elizabeth died it has to be 1874-1881

Joseph’s birth was registered June qtr 1874 & there is a death in the same qtr in Atcham for a 21yr old Elizabeth Hughes

Would suggest you download a digital copy of the death cert for £3

It was around this time that workhouses started to board pauper children out, where possible, instead of insisting they stayed in the workhouse. While it is a little early for this, it may pay to investigate local workhouse records.
