Missing birth entry

Hello I’m looking for the birth entry of Frederick Joseph Frecknall/Frecknell baptised 3 May 1846 resident Bedmister. Born 3 April 1846. Birthplace according to the census is Bristol. Mother’s maiden name Nelson. I was hoping to get his birth certificate. I can’t find him on FreeBmd or in the GRO records.

GRO give Hobson as mother's maiden name for that 1868 birth registration.
Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.
Remember - "They'll be found when they want to be found" !!!

Being pedantic, I know, but Bedminster was in Somerset until 1889.

The River Avon used to be the border between Somerset & Gloucestershire.
Indeed Somerset County Cricket Club used to play matches at Imperial Athletic Ground in Knowle, and at Brislington CC.

His middle name is Joseph but so far I can’t find anything by reversing his names.

The bap transcript gives mother as Elizabeth.  You don't say why you believe Elizabeth's maiden name was NELSON.  Is is possible she wasn't married to the baptismal father and was just calling herself Elizabeth FRECKNALL?  Have you ruled out the Frederic Joseph EDWARDS Clifton dist birth, GRO has no MMN suggesting that child was illegitimate.
