He mentions travelling on 2 ships - one sailed from Hamburg to South America, the other from South America to New York.

Sorry, I think I missed where he mentioned that?  Or you think the fact that he crossed out the first ship implies he took 2 ships?

The wording of the form is “I emigrated to the USA from <Hamburg Germany> on the vessel..”

so you can imagine someone of a literal turn of mind entering the name of the vessel in which he left Hamburg, rather than the vessel in which he arrived in the USA. Then, somehow that got corrected.

The Voltaire traded with South America from New York - no Hamburg connection. The Fredrick August traded with South America - no New York connection. The Kaiserin Auguste sailed Hamburg - New York with no South America connection.

Had he arrived on the Voltaire no question of him boarding at Hamburg. Had he boarded the Frederick August in Hamburg no question of him arriving New York aboard that vessel. I had checked the wording of the question where the Fredrick August was crossed out in case it referred to "vessel arrived in" or similar and he was answering as literally as he could. Did wonder why he might have opted for change of vessel when direct sailing available - cost?

Couldn't see him processed at Ellis Island - assuming he was third class/steerage.

FWIW, I searched for all passengers arriving in NY on the Kaiserin Auguste Victoria in Oct 1907 with Austrian/Polish/Ukrainian/Hungarian/Ruthenian ethnicities who's first name started with "Mi" and were born between 1882 and 1895 and didn't spot him.

I'm not sure I 100% believe the day of the month is accurate, but I'm not sure how much weight I should put into the ship names he listed, as well as the month/year listed.

In that era, they would check the ship's manifest to see if the person seeking naturalization arrived as they said they did.  (More info about that here - https://www.jewishgen.org/infofiles/manifests/occ/)  However, it sounds like he might have passed away before finishing the naturalization process, so it might not have ever gotten that far.

I wouldn't rule out the possibility that he traveled in a different year or sailed into a different port.  Sometimes people forgot or got confused.

Agreed - ages, YoB &c notoriously suspect. Did spot a Barowski on the Kaiserin August Victoria ( which is now in the frame), but year 1910, given name Mateus.
