I think it is one of those figure 7 with a small straight hook at the top. A family memorial photo of mine appears distorted.

However, according to the IR 27 Death Duty
Index snippet attached for 1847, William Sanderson is listed in exactly the same entry as another Sanderson, an Isaac Sanderson of South Shields.
