Just to confirm others' conclusions:

The former Hart's at 39 Church Street is the building now occupied by New Look. This is the 1954 map with street numbers. Move the slider to reveal satellite image for the modern configuration.

Notice how the front of the building projects slightly: this can be seen on street view.

There seems to have been a Hart drapery dynasty in the north west.

The item linked in reply #5 says that the shop was owned by Albert Hart, who was born ~1900.

in 1921 this Albert Hart is with his family:
father John Thomas Hart, draper
Albert is 25, drapers assistant working for J T Hart, draper

tracing John T Hart back to 1891
father Richard Hart draper
another son James Hart, 20

And following James Hart forward to 1901 he is a  market draper.

Which all fits nicely with this snippet from Kelly's Directory 1924 (but does Hart and Levy fit in somewhere?)
