It may help if you can tell us where you saw the reference to this address.
The only thing that is obviously popping up for me is in Newcastle Upon Tyne, not Cramlington.

I've just found Collingwood South Buildings/Collingwood's Buildings  in !911, Cramlington

In the 1939 there is a Collingwood Buildings in Seaton Valley UD. There are 27 houses numbered. The addresses are followed by the Bay Horse Inn, and are  preceded by Storey Street and Terrace Road.

On this 1922 map I have zoomed in on Storey Street with Terrace Road running south. If you follow Terrace Road south to the edge of the map you will find a Collingwood Terrace. There are approximately enough houses here.

Trust me, the Bay Horse Inn is just off the map to the south.

Further to the number of properties matching between Collingwood Buildings and Collingwood Terrace as mentioned in reply #4, here is a 1962 OS map showing that there were indeed 27 dwellings in Collingwood Terrace, with some back-to-back.
