Trouble finding a census record

He lived in a NYC at least in the 20s and through 1930.  His naturalization docs continue through the late 30s and early 40s.  The naturalization docs listed an NYC address, but I suspect he could have been using his daughter's/son-in-law's address.

At some point, he moved to Charles Town, West Virgina.  His 1941 or 42 draft card lists a WV address.  They may have been in Fredericksburg, VA or Warrenton, VA at some point in the 1930s as well.

However, I cannot find a 1940 census record for him/his family.  Any tips?

Is this him in 1930
1930 Census he is in Newark New Jersey

So Salvatore has been married before as he first married at age 24.
He and Eda have married within the year.

WRONG
Your Salvatore is a Tailor per 1939 citzenship papers.

It looks like Salvatore's name got switched and they were all transcribed with the surname Salvatore in Charles Town, WV in 1940.  https://www.familysearch.org/ark:/61903/1:1:K7C6-3B3?lang=en
