Restoration of water damaged photo please and thank you

Hello,

I am hoping somebody could help me repair a water damaged photo of my best friends Mother that passed away.
Her mother, Mrs. Romano of Canada, passed away 5 years ago and I am trying to make a little photo book as a surprise Mother's Day gift for my friend. (Mrs. Romano's daughter)
