It seems Elizabeth's birth is not recorded on GRO. Her mmn was Maunder. She was baptised 29th September 1844, parents Thomas & Jane. In 1851 she is with her grandmother Sarah Maunder.

This looks like Sarah Maunder in 1841 before Elizabeth was born. As Mannan.
No Jane.
There is a Thomas Edgington 20 below the family. Born Y.

1871 census for I believe Elizabeth's parents, Jane appears to be a little old to have a son born 1868.

Yes I thought that was probably Richard too.  Elizabeth Smith would be correct for mother.

In the seeming absence of a marriage I wonder if the gentleman in the attached 1871 census might have been the father. Was he a letter carrier in London? who knows. He does go on to marry and have a family and died 1906.

Well it’s as good a candidate as any and he could certainly have travelled to London and back with that occupation.  Would be more plausible to father one child but with two they would have to meet up again or he stayed wherever she was residing. 

Does the Tuppenney name appear in any newspaper articles or trade directories for the time? 

Also the burial for the little Clara that died, would that have any clues to the parents.
