Step-children on the 1921 census

Hi, I was just curious about the official guidance on the 1921 census for step-children.

I am looking at a record with a step-daughter, and it states "both alive" under the Orphanhood column. Her mother had re-married, I think after her husband had died.

Was "both alive" intended to encompass step-parents?

The instructions for filling out the form are on the next image (the reverse)
I don’t see (only had a Quick Look might have missed it) any directions re step children.
