Help with understanding WW1 record card

I have this record of my husband's grandfather's service in the first world war which I don't fully understand. I wonder if anyone could tell me what this card actually is and what the dates and abbreviations mean both in the box in the left hand bottom corner and the writing between the service numbers and address on the right.
Any help much appreciated as always, thank you.

It's a pension index card.
He was in the 7th. Btn. Norfolks.
He was a Silver War Badge (SWB) recipient which states he attested
25/2/18 & was discharged 13/2/19.
SWB's were awarded to men who had been discharged due to wounds or sickness.
In Leonard's case it was wounds.
In the box it states he was awarded 19s. 3d. for 1 year.
It then would have been reviewed.
The anomaly is that there's another Regt. listed, The Notts & Derbys no. 59945
which I can find no reference to.
It may have been his original Regt. but didn't go overseas with them prior to
being posted to the Norfolks.
Was his father Ralph?

Thank you so much Jim1, yes I wondered why there were two regiments but having just looked again at what my husband has I found a certificate saying he served with honour and was disabled (which he was) from the Norfolk Regt. having previously served in the Notts & Derby Regt ... but we have no info. regarding this. I don't know why he would have changed regiment. His father was indeed Ralph.

With regard to the office jargon deciphering these is still a work in progress.
13/2/19 is his discharge date.
6/MS?/3901 may be the office it was paid into.
Ancestry who have the actual Pension card say it's his personal number
but I'm not convinced.
This card is on Fold3 but I don't have a sub.

The change of Regt wouldn't have been his choice. There was quite a lot of posting of men between Regts to replenish units that had suffered losses - this isn't an unusual case.

Thank you Graham, I guess that makes sense. My own forebears were all miners and so my knowledge of the military is very limited ... but on the long list of subjects to study when I have the time!

He arrived in France either late June 1918 as one of 48 replacements or
July as one of 57 the 7/Norfolks received.
They were in training at Arqueves (E. of Amiens) France at the time.
As part of the 12th. Div. they were about to embark on a crucial stage of the Somme (1918)
Offensive.
The back story to this is that the allies were desperately trying to stem the advance of the
German Spring Offensive launched by the Germans at the end of March.
The 7/Norfolks were part of the counter-offensive.
By August they had completely halted the advance at Morlancourt.
In July the 7/Norfolks suffered 100 casualties & in August 84 dead & 226 wounded.
Although you'll probably never know unless you scan local papers or casualty lists for
when he was wounded this was the major event for the Btn. at the time.
