Pure guess but it might have been a well known person visiting the town,. and word got out about it.

Could well be a celebrity visiting, they have what looks like a news reel camera set up on the other side of the road.

I probably shouldn't have posted this in this particular board because it got held up in moderation and in the meantime the mystery was solved.  Quadruplets born in 1948.  So I'll mark as completed.
