WW1 Ribbons

The Family has a Photo claimed to be 1943 of George Edward Madden in Civil Defence Uniform but wearing would looks like 4 Ribbons showing his WW1 Medals
The Puzzle is that they only have Two Medals for WW1 - the British War Medal and Victory Medal issued and inscribed to Pte 47319  G E Madden 10th Manchester Regt issued by the 11th East Yorkshire Regt 30242

Is there an explanation for 4 Medal Ribbons?

To my eye there are only three medal ribbons - the three that you would expect from WW1. It might be that they are not sewn-on to be aligned centrally so to our modern eye we think there is a fourth one there.
As to where the missing medal is, it might simply have been lost. I have my great-uncles medals and he never had them mounted. Why ? I will never know. I am just glad they were all kept together for me to inherit.
(1) Janions of Cheshire, Lancashire, Hawaii, Vancouver and Seattle.
(2) Gregorys of Tarporley, Cheshire.
(3) Pughs of 'The New Pale' near Frodsham and Delamere in Cheshire.
(4) Nevills of Llanelly, Llangennech and Felinfoel.
(5) Yaldens of Ovington/Lovington in Hampshire.

However he only enlisted 1915 and per Medal Index Card he went Overseas in 1916 and so only awarded Two Medals for WW1

Hence the Puzzle

It is very hard to discern the ribbons from the photo, 'though I agree that there seem to be four of them. Any chance of a better copy of the photo ?

That said, could he have served in the Territorial Army or another volunteer service at some time between the wars ? Could the additional medals be Efficiency and/or Long-Service medals ?

Could he have Police or Fire Service medals, which would be worn after the WW1 service medals ?
