It is his entitlement to the
1939-1945 France and Germany Star
, one of the medals awarded to those who fought during the Second World War. The figures and letters underneath are the Part II order, serial number 9/[19]46, issued by his unit (1087 Port Operations Company) which notified the Royal Engineers Records Office of his entitlement to the medal.
