What do these numbers mean on medals and decorations?

can anyone tell me what the numbers etc mean on the 2nd line?

It is his entitlement to the 1939-1945 France and Germany Star, one of the medals awarded to those who fought during the Second World War. The figures and letters underneath are the Part II order, serial number 9/[19]46, issued by his unit (1087 Port Operations Company) which notified the Royal Engineers Records Office of his entitlement to the medal.
