On one record from 1830, James' age is recorded as 23, so born a little later than the James mentioned in the first post.

I can't seem to access those records.  I found another site https://www.genguide.co.uk/source/calendars-of-prisoners-crime-criminals/

This indicates under one of the lists available a William Cash was caught in the Handsworth area of Birmingham in 1823 at the age of 22.  This looks as if it is him. 
The Staffordshire Advertiser has an item on the 8 Mar 1823 that mentions a William Cash.  I can't access the details.  This also looks like it is him.
Nothing for James.

I think you can take out a 1 month sub on FindMyPast.
There are a number of items relating to James. And there is more than one James.
Similarly I think there are several Williams.  I can see at least two of about the same age, sentenced at different assizes and to transportation.
You need to go through them with a fine tooth comb.

(The newspapers are available on FindMyPast too)

Added..there is even a William & James Cash appearing together at Chester for house breaking.
