In 1911, it is recorded as Western Glower, Low Walker.
Perhaps number 9 Yard was similar to a Court - poor housing, built around a shared court and toilets etc?

Oh yes, I see it. Chap worked as a Blacksmith for Messrs Armstrong Whitworth & Co, Shipbuilders so that makes sense.
