Some two-thirds of the WW1 Service Records were destroyed in a WW2 bombing raid.

Eda,
I assume that you are sure that the Martin Mulligan whose details you included in the opening posting is the correct person, based on the names and address of his father and sister included on his service record (under next of kin). If so, that Martin Mulligan did not join the Army, but the Militia. I know that sounds like splitting hairs, but there is a substantial difference between the two. Militia men were part time soldiers. After completing their initial training they then had only to attend for two weeks training per year, and therefore would have had a civilian job, which in his case seems to have been a labourer in a 'bobbing' works. Militiamen could not be forced to serve outside the UK. Had he remained in the Militia, in 1908 he would have been transferred into the newly created Territorial Force, either on his old terms of service in the so-called Special Reserve, or if he agreed, on conditions which included him being sent to fight overseas if the need arose.

However his record says that he transferred to the Royal Lancs Regiment in 3 September 1906. This is presumably a reference to the King's Own Royal Lancaster Regiment. His record does not state if this was to one of the Reserve battalions (that is to say what would become part of the Territorial Force in 1908) or to one of the two Regular battalions. The Reserve Battalions were based further North than Blackburn where he appears to have been living in 1906. The 3rd (Militia) Battalion was based in Lancaster, the 4th (Reserve) Battalion was in Ulverston and Barrow-in-Furness, and the 5th (Reserve) Battalion was also based in Lancaster. If he joined the Regular Army then it seems more likely that he would have gone to the 2nd Battalion then based in Colchester, rather than the 1st Battalion which was in India and didn't return to the UK until 1912.

Unfortunately there appears to be no service record for him in the King's Own Royal Lancaster Regiment, so it quite likely that his was one of the large percentage of records which were destroyed by fire in WW2, as mentioned by KGarrad. If he joined the 3rd (Militia) Battalion of the King's Own Royal Lancasters then he would not have been obliged to go to France in 1914, and so quite possibly he may only have served in th UK. This means there is very little chance of finding any collateral records for him as he wouldn't have been eligible for any medals. Another possibility is that at the start of WW1 he transferred yet again to another Regiment, and so might be one of the dozen or so Martin Mulligans for whom some records survived from that period.
