Marriage Certificate for Thomas Henry Hill and Lottie Pooley - 1906

I have tried numerous times to obtain a certificate for Thomas Henry Hill and Lottie Pooley, married in Winnipeg, Manitoba on the 21 June 1906, via the Manitoba Vital Statistics Branch but no luck.  It tells me "there are no records that match your query".  This information is on *ncestr* with a URL for the Vital Statistics site. 
Any suggestions?

I've found the record on Manitoba Vital Statistics - it's asking me $12 for the cert - reg no 1906-004227.
