The pyjamas on the left have pretty hefty buttons. Judging by the furniture I would say 1920-30's.

Looks as though they may be sisters.

I was thinking maybe early 1930's but not at all sure. Teenage seems like a good suggestion. As to sisters, does anyone else think the girl on the left may have African heritage?

Is it my screen or do they appear to be wearing some sort of orthopedic shoes on one foot each?

I don't know if this is any help.  I've tried to attach a picture!  The one on the top left hand was taken in 1910 at a studio in London.  The ladies appear to be wearing the same shoes as in your photo.

There is a bed behind them. Looks like a bedroom set up and there is a light over the bed which seems a bit strange for a studio photo. Could it be a photo be to raise money for a charity?
I know Barnardos used to do this.....
