I can't find my Grandfather in 1921 Census

My Grandfather Redvers Baden Briggs (1900-1979) born Newcastle under Lyme, Staffordshire UK is listed in 1901 and 1911 Censuses and 1939 Register (when he was married to Annie)

He married my Grandmother in 1928 in Albrighton, Shropshire.  And I expect they probably went to live in West Bromwich after this.

I'm struggling to find him in 1921 Census, I've tried lots of name and place combinations.  I know he was a Police Officer (which is noted in the 1939 Register) probably around West Bromwich (where he lived when he got married) and emailed Museum@West Midlands Police for information, but they said they have no records in the early 1900s and to contact https://www.staffordshire.gov.uk/Heritage-and-archives/homepage.aspx for info, but an email was returned saying their offices are closed for major building work.

Many Police Officers were in the Forces before becoming one.
In which case he could have been in the Army in India in 1921
What was his Occupation ion his Marriage Certificate in 1928 when he Married?

Thanks for your reply.  His Occupation was listed on the Marriage Certificate as Police Constable.  There are Military records on Find My Past but apart from the name Briggs, nothing else is helpful.

His Burnt Attestation Papers 1918 when he was Conscripted as Baden Briggs and Demobbed at Kemmel Park still exist - but like my Granddad he Enlisted on Demobbed Day and his next Army Period in the 1920s have not been Scanned by Ancestry or Findmypast because they are held in the National Archives now.
My Granddad is also missing from the 1921 Census presumably Overseas

The army overseas was included in the 1921 census.
