Help finding a marriage

Good afternoon

Looking for some help in finding a marriage between:-

William Henry Rowe b 1835 Plymouth Devon
Louisa Elizabeth (maiden name Moyse)Hall b 1843 Harwich Essex

William Rowe loses his first wife Ellen Brockington in 1876 so he is a widow
Louisa was married in 1864 to James Hall b1842 Poplar cannot find his death
In the 1881 and 1891 census William and Louisa are listed as married
William Henry Rowe dies in 1893 and Louisa is on the death certificate as his widow she then remarries Henry James in 1898

I have a lot of background info already but I cannot find the marriage - any help would be great - many thanks

Divorce was very expensive in Victorian days; and very rare.

I would assume they simply lived together.

Possibly as a longshot .. although I am not sure how the Chandler part comes about if this is them ???:

William Rowe & Louisa Chandler Dec quarter 1878 Vol 5b Page 515 Plymouth

Page number is high so may have been at a non-Anglican venue such as a registry office?

I'm leaning towards the living together scenario, I cannot find a death for Louisa's first husband so maybe he left and she wasn't able to legally remarry.

Sometimes you can overlook things so I appreciate the second pair of eyes.
